Modernising the arrangements for taking Driving Tests

Thank you for inviting GEM Motoring Assist (formerly The Guild of Experienced Motorists) to comment on the above consultation.

Our views on the proposals are outlined below, although some of the detailed issues are outside our direct expertise and in these cases we have declined to comment.

Proposal 20. We agree that there should be further safeguards introduced for persons acting as translators on practical tests.

Proposal 26. We consider the problems of poor seating will be overcome as more modern vehicles are used for test purposes.
Proposal 27. We are unable to comment on this proposal
Proposal 28. Whilst we agree in principle to this proposal, we are concerned with the details outlined in Appendix B. It is our view that the period of experience should be predominantly in the category of vehicle to be supervised. For example 2 years experience category ‘C’ plus 1 year category ‘D’ for someone who is to accompany category ‘C’ not the other way round as is being suggested.
Proposal 29. We agree with this proposal but would expect minimum safety standards to be put into place to ensure there is no safety risk and that the instructor is capable of taking control of the vehicle in an emergency situation.
